Detailed Description

limit the growth in edge cut

Remarks

limit the growth in edge cut while balancing lower priority entity types

Parameters

input	(in/out) diffusive input created with 'cengpar_createDiffusiveInput'
factor	(in) as factor increases from 0 the balancer will allow smaller increases in the edge cut. Testing has shown a value of 0.5 to provide some imbalance improvement with a minimal edge cut increase.
